In an effort to create a positive vision for our youth and families, the Clark County Juvenile Probation Department (Official, Diversion and Rehabilitation) has adopted the following mission statement:

Providing positive outcomes for youth and families while protecting our community.

The Diversion Program is designed to divert youth with lower level offenses out of the juvenile justice system. The goal of the Diversion Program is to provide need and behavior specific services to the youth and family in addition to creating an offense and behavior specific accountability piece in order to prevent penetration into the juvenile justice system. The services recommended are based on evidence based assessments and conversations with the family about needs, strengths, and barriers.

The Youth Treatment Court is a specialized docket certified by the Supreme Court of Ohio The mission of the Clark County Youth Treatment Court is to assist participants in taking responsibility for their drug and alcohol use with effective programs, evidence based interventions,

treatments, and counseling in an integrated, accountability based and community supported programming (STEP Track) and to assist participants in taking responsibility for their behavioral health issues using effective, evidence based interventions, treatments, and counseling in an integrated, accountability based and community supported programming (PEACE Track).

The Dually Involved Youth Initiative is based on a coordinated, multi-system interventions approach to improve the outcomes for critically at-risk youth in the juvenile justice and child welfare system. The motto of this program is Inspire Hope, Seek Change and Strengthen Families. This program is an enhancement and refinement of the crossover youth program and works to serve dually involved youth and their families.

The purpose of EVB Probation is to provide direction and assistance to adjudicated youth and their families. All youth entering the program are evaluated by both the OYAS and JIFF assessment tools. An individualized Carey Guide curriculum is determined based on the youth’s risk level, individual needs and specific situation. Intensive Probation Officers work with youth and family to create case plans tailored to the strengths and needs of each youth.

The purpose of the intensive sex offender program is to provide those youth charges with and/or adjudicated of a sexually oriented offense with intensive supervision to help them address their behaviors while ensuring safety to the community. Each youth will be assessed by an approved treatment provider to determine the risk to the community and the needs of the youth.

The STOP program is a diversionary program that focuses on educating youth about the dangers of taking and sending sexually orientated photos of minors.

Family Treatment Court is a specialized docket certified by the Supreme Court of Ohio. The mission of the Family Treatment Court is to assist participants in taking responsibility for their drug and alcohol use with effective programs, evidence based interventions, treatments, and counseling in an integrated, accountability based and community supported programming. This treatment court has been developed to aid participants in maintaining sobriety and good mental health in order to reunify and strengthen their relationship with their children.

The intake process was implemented to evaluate and screen youth involved with the Clark County juvenile justice system. Currently, the Juvenile Inventory for Functioning (JIFF), the Adverse Childhood Experience (ACES), and OYAS risk assessment in addition to youth and family interviews are used in assessing the areas of the youth’s life which indicate a need for intervention services.
